When Macon Water Authority conducted a two-year operations evaluation, aging equipment at two treatment plants emerged as trouble spots. The plants, built in the 1950s and 1970s and updated in the 1980s, had reached the end of their lifecycles. They required replacement or rehabilitation to continue to treat the 48 million gallons of wastewater that supported local households, businesses and a growing base of high-demand industrial customers bringing local jobs to the community. The projects, one of the authority’s largest ever infrastructure reinvestments, were awarded to Haskell.

Greenland Water Reclamation Facility

As the primary provider of water and wastewater services within Duval County, and portions of Nassau County and St. Johns County, JEA is constantly seeking to invest in capital improvements for future growth. In anticipation of increased growth in the area, JEA proposed constructing the Greenland Water Reclamation Facility (WRF) and selected Haskell as their partner. The 6 MGD facility is located adjacent to JEA’s Greenland Energy Center and serves as a new wastewater service area south and west of the St. Johns River.

When a global carbon fiber product manufacturer planned to invest $1B in a 400-acre greenfield South Carolina manufacturing plant, the deal hinged on the local sanitary sewer district’s ability to receive and treat the plant’s wastewater with little to no pretreatment by the manufacturer. With an extremely aggressive discharge schedule on the horizon and looming impact on the hydraulic and process capacities of the treatment facility, Spartanburg Water turned to Haskell and partners to design and build the essential expansion and improvement project.

Like many line production facilities, this Tennessee manufacturer had for years relied on local water and wells for water to support the production process. Simultaneously, the facility created wastewater as part of its manufacturing operations. Today the manufacturer of Bush’s Beans has installed a system to reduce the impact on the local water supply by supplementing their non-food contact water source with reuse water from their waste treatment process. Collaboration on multiple design alternatives and comprehensive procurement strategies delivered $10 million in savings.

Biosolids are a natural byproduct of the wastewater treatment process. Tons of solid waste, which must be properly disposed of, are traditionally incinerated or taken to a landfill. When the City of St. Petersburg wanted to turn their biosolids management into an emerging form of revenue, they depended on Haskell for assistance. We helped the city harness innovation to reduce waste and generate income. With the improvements, the facility produces Class AA biosolids (the highest quality) using a temperature-phased anaerobic digestion (TPAD) process.

Opequon Water Reclamation Facility Green Energy Project
Frederick-Winchester Service Authority,
Winchester, VA
To provide benefits to taxpayers, the Frederick-Winchester Service Authority (FWSA) needed to leverage project cost savings to cover its debt service. FWSA selected proven partners to deliver infrastructure improvements at the Opequon Water Reclamation Facility to stabilize rates for its customers and promote economic development. The team designed a Green Energy Facility that produces methane gas to meet more than 50% of the treatment plant’s electrical needs and harvests phosphorus from the wastewater stream – an essential ingredient for fertilizer.
