UNDERSTANDING
The Fleet Readiness Center Hangar 101 project at Naval Air Station (NAS) Jacksonville included the design and renovation of an 89,000 SF large hangar and it’s five attached mezzanines, totaling an extra 21,050 SF. On average, the building is occupied by several hundred civil-service craftsmen and women who disassemble, repair, upgrade, restore and return each aircraft to the Fleet in 100% combat-ready condition. Built in the 1940s, the facility was outdated and suffered from disrepair. Renovation focused on remediating hazardous materials, upgrading the building envelope, installing new electrical and mechanical systems and equipment, renovating office mezzanines and restrooms, refurbishing the hangar doors, repairing the hangar floor and repainting the facility.
PERFECTING THE RENOVATION PROCESS
The WYMD General Instruction Building (GIB) project includes the design and construction of three new facilities spanning over 110,000 SF. These facilities support the Wyoming Military Department’s position as a premier Joint Training Center. It has more than 78,000 acres of maneuver area, training ranges, and 64 square miles of air space this facility provides combined arms training using multiple scenarios over varied terrain. This facility supports all training and operations for all state and federal missions, including Camp Guernsey’s mission to facilitate realistic combat training for current and future American warfighters. The project includes a new 400-person dining facility and 110-bed, two-story enlisted barracks. It includes many sustainable features and is LEED Certifiable.
Design-build project for the USAF located at Tyndall AFB, near Panama City, Florida. This project includes a new Operation Support Squadron (OSS) and Fire Truck Maintenance Facility and Fire Truck Material Handling Equipment Maintenance Facility. The facility is a 34,000 SF single-story facility that supports the 53rd Weapons Evaluation Group. F16s and E-9 aircraft and include three main functions: Base Operations, Transient Alert, and Radar Approach Control Center (RAPCON). The Fire Truck Material Handling Equipment Maintenance Facility is an 11,830 SF single-story facility. It will be located on the flight line and service approximately 60 pieces of material handling equipment and 14 fire trucks assigned.

We are honored to be a provider of design-build solutions for the specialized needs of barracks facilities within military installations. We also provide design-build services for temporary living facilities and military hotels. These projects are located from Honolulu to North Carolina. Anti-Terrorism and Force Protection as well as Progressive Collapse requirements are incorporated into our design-build solutions to provide the required level of safety for our military and their families.
Commissary and exchange operations provide a great service to our active and retired military and their families. Haskell has provided design-build services for these facilities at military installations throughout the United States. Many of these projects incorporate sustainable strategies with energy consumption features, whether addressing new facilities, remodels or expansions. Although located within the secured confines of military installations, these facilities are designed and constructed in compliance with Anti-Terrorism and Force Protection requirements in addition to specified security surveillance and monitoring.
Haskell has been successful in completing design and construction services for headquarter facilities for the Department of Defense and other federal agencies. Headquarter facilities requirements are specialized and provide many challenges for the design-build team. The varied and specific design, security, and functional needs of multiple government departments must be met. Our ability to respond to these challenges has resulted in state-of-the-art headquarter facilities for both the Department of Defense and other federal agencies.
Haskell’s current design-build experience with the United States Coast Guard includes 21 projects that have either been completed or are underway. These projects support both the National Security Cutter (NSC) and Fast Response Cutter (FRC) programs as well as other mission critical facility requirements. Elements of work for the Coast Guard are varied and include ship and boat maintenance facilities, training facilities, housing, new dock facilities, critical ship-to-shore utilities, pier improvements, marine piling installation and repairs and harbor dredging. Other completed work includes Multi-Mission Buildings and Small Arms Firing Ranges at locations across the nation.

Haskell’s integrated design-build team was selected for rebuilding the United States Coast Guard Station Sandy Hook following the damaging effects of Hurricane Sandy. The project included a Multi-Mission Building, Boat Maintenance Facility, small arms firing range and waterfront components. Extensive demolition was required to support the new construction. Floating docks, wharf and associated utilities were badly damaged because of the hurricane. Haskell renovated the wharf by updating the fuel delivery system, installing a new sheet piling wall and cap, concrete paving and boat hoists. New guide piles, floating docks, power shore ties, water and sewer systems were required as part of the rebuilding effort. Dredging operations were also performed to accommodate existing vessels as well as larger boats planned for the new fleet. Representatives of the National Park Service collaborated with the Haskell design-build team to ensure new buildings were designed in an architecturally compatible style with that of the adjacent Fort Hancock National Park.
Speed of Delivery
The MV-22 Aviation Complex for the United States Marine Corps at Camp Lejeune, NC, consisted of the world’s largest squadron hangar facility, net-zero parking structure, airfield runways, taxiways and aprons, as well as an extensive network of utility work. The aviation complex encompassed 437 acres and was delivered on-time and within budget because of detailed planning, collaboration, focus and creativity. The massive 1,325 foot long cantilevered hangar structure was required to be open and column free. Haskell’s design team, with approval from the United States Marine Corps, varied from the traditional triangular-shaped frame to a square cantilevered frame system which allowed for longer span distances eliminating nearly 50% of the main cantilevered frames. This design reduced steel tonnage and associated cost while reducing the construction duration. Base security was maintained on the expansive site through creative phasing plans in collaboration with the Marine Corps security and safety personnel. Haskell ultimately supervised over 200 construction trades and over 1.1 million manhours.
Our priority during the 11-floor, 396 room, Hale Koa Hotel Maile Tower renovation was keeping half the hotel in full operation while sharing a common core and elevator area between construction, staff and guests. Shutting down half the leasable guestrooms on the property could have caused significant loss in revenue thus required considerable planning and coordination with the owner. The Haskell team, in conjunction with the Hale Koa operations team, developed an aggressive phasing plan that was executed and documented per floor, and therefore, reduced months off the anticipated schedule, minimizing the impact to the overall resort operations. As a result, our team successfully maintained the guest experience throughout the life of the project and earned an Excellence in Construction Eagle Award from the Associated Builders and Contractors Florida First Coast Region.
Logistics and Sequencing
The Close Quarters Combat Facility at Naval Base Coronado in California was designed and constructed by Haskell to be the cornerstone of SEAL Qualification assault training. Ensuring component maritime special operations forces are ready to meet the operational requirements of the Regional Combatant Commanders while also guaranteeing the safety of each sailor was of utmost importance for this project. The ballistic wall systems installed throughout this facility safeguarded Navy Seals while training for extreme challenges employing live ammunition. In addition, the ability to remove discharge smoke from rooms in under three minutes was a key performance safety feature. Executing this safety feature required strategic placement of walls, catwalks, ductwork, fans and other crucial elements to ensure proper exhaust of smoke throughout each space of the facility. This award-winning, integrated design-build project boasts an Associated Builders and Contractors Project of the Year Award.

Our most important mission is making sure that our employees and subcontractors return safely to their loved ones every day. Haskell has developed and maintains a world-class safety program which is used on all projects. All contractor partners must complete the SafeMatters orientation-training course online before entering our jobsite. The effectiveness of our safety initiatives was reflected during the construction of the Lieutenant General R.L. Esmay General Instruction Building at Camp Guernsey in Wyoming. While simultaneously delivering the General Instruction Building, a 400-person Dining Facility and a 110-bed, two-story enlisted Barracks Facility, Haskell worked over 260,000 manhours with zero incidents.
